To me this quote is trying to explain that when you do the right things at the right time then that means that you know how to choose the right decisions on your own without having other people tell you when to choose the right. When you decide to choose the right on your own without having others tell you , you are going to feel great and it is going to be a great moment for you. You always have to choose the right no matter what, Why? because when you choose the right you get good consequences.
